Introduction

  1.1

In order to promote transparency and accountability in the working of every public authority and to empower the citizens to secure access to information under the control of each public authority, the Government of India have enacted "The Right to Information Act, 2005", (RTI Act) which came into force on 15.06.2005. In accordance with the provisions of section 4(1)(b) of this Act, this manual is brought in connection with Police Training, for information and guidance of the general

public.

 
       
  1.2 The purpose of this manual is to inform the general public about Police Training, organisational setup, functions and duties of its officers and employees, records and documents available concerning Police Training.  
       
  1.3 This manual is aimed at the public in general and users of the services, and provides information about the programmes being implemented.  
       
  1.4  For the Police Training, functioning under the control of D G P (Training) the following Officers are designated as Public Information Officers and Assistant Public Information Officers for all the matters concerning thereto.

A person requiring any information under the Act may contact the public Information Officer in-charge of subjects mentioned above.

    The procedure and fee structure for getting information are as under: -

    a) A request for obtaining information under sub-section (1) of Section 6 of the RTI Act shall be made in writing or through electronic means in person or by post to the Public Information Officer mentioned above and must be accompanied by an application fee of Rs.50/- by cash or by demand draft or banker's cheque. The Public Information Officer shall credit the amount to the following head of account:-

 

"0075.00 Miscellaneous General Services - 800. Other receipts - BK. Collection of fees under Tamil Nadu Right to Information (Fees) Rules 2005" (DPC 0075 00 800 BK 0006)

 

The applicant may also remit the fee under the above head of account through Treasury / Pay and Accounts Office / State Bank of India / Reserve Bank of India and produce the chalan to the Public Information Officer as an evidence for having remitted the fee.

 

b) For providing information under sub-section (1) of Section 7 of the Right to Information Act, the request shall be made as at (a) above and the fee as below should be paid as per the mode at (a) above.

    (i)  Rupees two for each page (in A-4 or A-3 size paper) created or copied:

    (ii) Actual charge or cost price of a copy in larger size paper:

    (iii) Actual cost or price for samples or models: and

    (iv) For inspection of records, no fee for the first hour: and a fee of Rs.5/- for each fifteen    

           minutes (or fraction thereof) thereafter.

 

c) For providing the information under sub-section (5) of Section 7 of the RTI Act, the request shall be made as at (a) above and the fee as below should be paid as per the mode at (a) above.

    i) For information provided in diskette or floppy, @ Rs.50/- (fifty) per diskette or floppy: and

    ii) For information provided in printed form, at the price fixed for such publication.

 

    Persons below the poverty line are exempted from the payment of fee mentioned above for seeking information under the Right to Information Act, 2005. The list of persons below poverty line approved by the Gram Panchayat and local bodies will be the basis for claiming this concession. An extract of the list, duly certified, will be sufficient to avail this concession.

Police Training

Particulars of Organization, functions and duties under section 4(1)(b)(i) of Right to Information Act, 2005

Objectives / purpose of the Department

          The object is to impart Training in all aspects both indoor and Out door of police works to the newly inducted police personnel and also the serving personnel to meet the expectations of the public and to enable them to serve better.

 i. Brief History of Police Training

 The Police Training College located at Vellore was started in the year 1896 following the orders of the British Government No.773 Judicial, dated: 27th April 1896.  It was then called “Police Training Institute” and it imparted training to directly recruited Inspectors from Composite State (Andhra and Tamilnadu).  The school threw its portals open to Private Candidates also.  Probationary Assistant Superintendents of Police from England were also trained.  The School for the training of Station House Officer (Head Constables) was first started in October 1899 and the second batch training was from October 1900 to March 1901.

Police Training College, Ashok Nagar, Chennai

In October 1905 it was made a permanent Institution with the  Commission’s recommendations.  The classes for Inspectors and  Station House Officers were abolished and a new class was opened  for the training of probationary Sub-Inspectors.  The first batch consisted of 183 Sub-Inspectors.  A riding school with the stable of 24 horses was sanctioned in April 1906.  Government also sanctioned the starting of Recruit School at Vijaya Nagaram, presently in Andhra Pradesh, Coimbatore and Ooty.

 
       
 

The 1973-74 batch of directly recruited Sub-Inspectors were  the last batch to undergo Training at Vellore.  As Vellore College was found to be lacking  In  amenities and was too far  from the Police Head Quarters it was shifted to Ashok Nagar,  Chennai-83 in the year 1976  and started functioning in a  multi storied building which  was  constructed and equipped at a cost of Rs.66 Lakhs.

Location

The Police Training College is situated at Ashok Nagar, Chennai, Tamil Nadu. It has been functioning from 13.10.1976 in a four-storied building. It is very near the Ashok Pillar on the 100 feet road. It comes under the jurisdiction of R3 Ashok Nagar Police station, under the Ashok Nagar sub division, Ashok Nagar District, South Zone of Greater Chennai City. Its Revenue Division comes under Guindy-Mambalam Taluk. The College is 8 Kms north from Meenambakkam Airport, Chennai. The historical Railway terminals Egmore and Central are 10 and 12 kms away from the College, respectively. The New Koyambedu Bus Terminus is 5 Kms away from the Police Training College and number of city buses flying in route numbers G70, 11D, 17D, 37D, 12G, 5D, 5E touch Ashok Pillar or Udhayam theatre stopping, the alighting point for the college.

 The nearest electric train sub urban railway station, Mambalam (T.Nagar) is just 3 Kms from the College.

Training Programme

 
 

6 Weeks Institutional Training

 
 

Level of participants: IPS Probationers on completion of their basic training at Sardar Vallabhai Patel National Police Academy, Hyderabad.  (On completion of institutional training, they have to undergo 6 months practical training in the districts.)

Objective:

1. To impart Training in Special and Local Laws and Police Standing Orders, 

2. To get a general idea of the State by taking up study tours,

3. To learn Tamil Language,

3. To get a good idea of Policing in Tamilnadu.

4. To get need to English words of command in Parade and Drill.

 

BASIC TRAINING

 

Basic training is imparted to the following categories of personnel.

 1. Directly recruited Deputy Superintendents of Police and Sub-Inspectors of Police

       (both men and women). 

2. Sub Inspectors of Police [Technical]

3. Recruit Police Constables (both men and women)

 

One Year Basic Training is imparted to

 1. Directly Recruited Deputy Superintendents of Police    

2. Directly Recruited Sub - Inspectors of Police

    (On completion of the basic training in PTC, the probationers have to undergo 6 months practical training in the field)

 

Objectives of training: 

Deputy Superintendents of Police - Directly Recruited

1. To induct the Probationers into Police work.

2. To give them training in all aspects, both indoor and outdoor of Police works

3. To raise the quality of the trainee in physical and mental terms.

4. To prepare them to meet the expectations of the public and to enable them to serve better.

 

In order to impart training on the above aspects the following subjects are included in the syllabus and taught to the trainees:

1.  Indian Penal Code

2.  Criminal Procedure Code

3.  Indian Evidence Act

4.  Minor Acts

5.  Special and Local Laws

6.  Medical Jurisprudence

7.  Scientific Aids to Investigation

8.  Police Standing Orders

9.  Police Science and Administration

10.Modern India and Role of Police

11.First Aid

12.Plan Drawing

 

The trainees will be writing bi-monthly examination at the Police Training College. They will be writing their examinations conducted by the TNPSC either during September or during March in the subjects mentioned in Sl.No. 1 to 10.

The syllabus for the above mentioned subjects are divided into 13 modules viz. 1) Fundamental Knowledge Module, 2) Constitution Module, 3) Investigation Module, 4) Court Module, 5) Social Crime Module, 6) Economic Crime Module, 7) Computer IT Module, 8) Administration Module, 9) Police Station Management Module, 10) Management Module, 11) Law and Order Module, 12) Traffic Module and 13) Human Rights Module. After theory classes in each module the trainees are given practical inputs like Group Discussion, Visits and SOC Simulation exercise, etc. are conducted.

In the outdoor syllabus besides, PT, Drill, Musketry and Handling of Weapons the DSP trainees are trained in Yoga, Swimming, Karate, Driving and Horse Riding.  

At the end of the training the DSP trainees will be sent on All India Study Tour spreading over 10 to 15 days.

 Sub-Inspector of Police - Directly Recruited

1. To train the Probationary Sub Inspectors in all aspects both indoor and in outdoor of Police work

2. To train them in investigation of crime

3. To train them in maintenance of law and order work and in regulation of traffic.

4. To train them in modern methods of Police working and to acquire a Scientific temperament.

The Sub-Inspectors cadets are also taught the syllabus that are covered for the Deputy Superintendent of Police. Whereas they will have to write three quarterly examinations conducted by the Police Training College and a Final examination covering all the syllabus will be conducted at the end of the training. The marks scored in the Final Examination will be taken into account for computing the seniority of the SI cadets.

In outdoor except Horse Riding all the outdoor syllabus are taught to the SIs as well.

3 Months Basic Training for Directly Recruited Sub-Inspectors of Police (Tech.)

1. To give an insight into Police working

2. To educate on the communication aspects of modern policing

3. To improve their physical and mental skill by indoor and outdoor training.

 

9 Months Basic Training for Recruit Police Constables (includes 1 month practical training for AR Police Constables in District / City and also to impart 1 month compulsory Pre-Induction programmes for Armed Reserve Police Constables to be held in Police Recruitment Schools, before induction into Local Police.)

1. To train the recruits in Police work.

2  To improve their physical skills.

3. To acquire skills in other area essential to the Police like 

    a. Computer Handling

    b. Petition enquiries

    c. Law and order duties.

    d. Assisting in crime investigation.

    e. Driving

 

Pre-Promotion Training

Pre-Promotional Training is given to:

1. Joint Superintendents of Police fit for promotion as Superintendents of Police

2. Additional Superintendents of Police fit for promotion as Superintendents of Police

3. Deputy Superintendents of Police fit for promotion as Additional Superintendents of Police

4. Inspectors of Police fit for promotion as Deputy Superintendents of Police

5. Head Constables fit promotion as Sub - Inspectors of Police

 

Joint Supdts. of Police fit for Promotion as Supds. of Police Objectives:

1. To impart knowledge about office administration

2. To acquire skills in handling mobs and group clashes

3. To impart knowledge about modern weapons and explosives and their handling

4. To give them an insight into the Modernization of the Police Force

5. To sensitize them to issues relating to Social Justice

            Duration of the training - 10 days

 

Addl. Supdts. of Police fit for Promotion as Supdts. of Police Objectives:

1. To impart knowledge about office administration

3. To impart knowledge about modern weapons and explosives and their handling.

            Duration of the training – 3 Weeks

 

Dy. Supdts. of Police fit for Promotion as Addl. Supds. of Police

Inspector of Police fit for Promotion as Deputy Supdts. of Police

Sub-Inspector of Police fit for Promotion as Inspector of Police

Objectives:

1. To impart knowledge in decision-making and man management

             Duration of the training – 3 Weeks

 

Head Constables fit for Promotion as Sub-Inspectors of Police (9 weeks and thereafter 3 months practical training in District/City).

2. To impart more knowledge in modern policing

3. To impart knowledge about handling weapons and explosives

REFRESHER COURSES

Refresher Courses are given to:

1. To refresh their knowledge in investigation and man management

Inspectors of Police

Pre-Induction Training

Level of participants: Sub-Inspectors of Police (TSP / AR) to SI of Police (Local)

Objective:     

1. To impart knowledge in L&O, Crimes and Men management in a Police Station

2. To refresh their knowledge in Criminal and Special & Local Laws

3. To sensitize them to gender issues and issues pertaining to Social Justice

            Duration of the training -     6 Months

 

Condensed course of Training for Conversion

 

Level of Participants: Bugler Police Constables (AR/TSP) to Grade II Police Constable

Objective:     

1. To train them in Police work.

2  To improve their physical and mental skills.

3. To improve skills in several Police related subjects like 

c. Petition enquiries

d. Law and order duties.

e. Assisting in crime investigation.

             Duration of the course-        3 Months

 

 

Specialized Capsule Courses

 

Specialized Capsule Courses are conducted in Police Training College, Chennai for all ranks of Police Personnel on various subjects such as Cyber Crime, Management and Media Management, SC & ST (POA) Act, Counseling Techniques, Policing with Human Face, Integrated Investigation Module, Geographical Profiling, Election Management, Preventing Torture and Ill-treatment in Detention and Illicit Drug Trade and Drug Scenario, etc. More subjects are added as and when the need arises.

             

On the Job training - OJT

 

i) For the first time in the history of Tamilnadu Police On-the Job Training Programme was introduced in February 2002 to give the officers in the field what they need to know to so as to be professionally competent and serve the people better.  24 topics have been identified and the Police Training College is preparing the course material in this regard.

 

ii) The Director General of Police, Tamilnadu has already issued a circular to all SPs / DIGs / COPs to organize OJTs in their headquarters once in a month, to start with. This would be expanded to the sub-divisions also shortly. The frequency too would be increased.  The purpose is to update their general knowledge and professional competence. Lectures on 24 topics identified by the PTC are given at least once a month to all inspectors and DSsP, during monthly crime meeting.

 

Gender Sensitization

 

1. On the direction of the Hon’ble Chief Minister of Tamilnadu and with the help of Director-General of Police, Tamilnadu, the Police Training College organized a massive gender sensitization training for all its police personnel (91,000). The training exercise has been completed. Gender Sensitization is a regular input in all training programmes.

 

2. Women Police Personnel: The women re-sensitization programme commenced at the Police Training College on 20-08-2001 and is being organized at the rate of 100 per batch. 

 

3. Male Police Personnel:  A separate gender sensitization Programme for the men was taken up and completed.  The sensitization programme will also be conducted as this cannot be a one time of affair.

Tamilnadu Police Academy, Oonamacheri near Vandalur, Chennai was inaugurated on 15.03.08 and training SIs being conducted there

 

The training courses proposed to be conducted at TNPA are as follows:
